Sustainable models of communication, health and governance to strengthen public policies

Abstract

Introduction: This study proposes the design of a sustainable theoretical-methodological model to strengthen health communication strategies in Latin America. It seeks to integrate health approaches into all policies, equity, social participation, and digital inclusion as structuring axes of health governance. Method: A qualitative, exploratory-descriptive approach based on the process tracing method was used. A systematic review of academic and technical documents published between 2005 and 2024 was conducted, extracted from international databases (Semantic Scholar, SciELO, Redalyc, PAHO/WHO). The articles were coded with the support of artificial intelligence and organized into five analytical dimensions: conception of health, theoretical model, level of intervention, digital inclusion, and participation/governance. Results: Preventive and behavioral approaches predominate, with scarce presence of critical, participatory, or intersectional models. Interventions are concentrated at the community level, without multi-scale institutional articulation. Digital inclusion is weak or absent, and social participation appears marginal. These findings confirm a theoretical and operational fragmentation that limits the effectiveness and sustainability of communication strategies in public health. Conclusions: The results justify the need for a comprehensive model that transcends vertical approaches and promotes the integration of health, communication, and governance from a Latin American perspective. A sustainable, transdisciplinary, and culturally relevant model is proposed that articulates digital technologies, social participation, and communicative justice to influence the development of more inclusive and effective public health policies.
